Dilan is currently Chief of Alameda County Environmental Health Department’s Land & Water Protection Division (LWPD) with local oversight programs for hazardous materials releases, onsite wastewater systems, and small water systems and has a staff of civil engineers, geologists, hydrogeologists, and scientists. The LWPD currently provides oversight of over 400 environmental cleanup cases for investigation, cleanup, and redevelopment of sites with releases of petroleum, chlorinated solvents, metals, polychlorinated biphenyls, pesticides, and per- and polyfluoroalkyl substances (PFAS). Dilan has developed programs in the LWPD to expedite redevelopment sites and evaluate vapor intrusion mitigation and migration engineering controls including design, construction quality assurance, and performance verification testing. Dilan is an avid cyclist outside of work.

She successfully established multiple new sites, driving Marvell’s development of pivotal SerDes IPs in advanced nodes, with consistent year-over-year IP and test chip deliveries critical to Marvell’s IP landscape.

Zhan holds a Ph.D. in Electrical Engineering from UCLA and MBA degrees from INSEAD and Tsinghua University.
